The president of the Democratic Republic of the Congo, Joseph Kabila, flew to the North Kivu province town of Goma on Jan. 15 to attend peace talks aimed at ending conflict in the eastern part of the country. Kabila's chief rival, Rwandan-backed Tutsi rebel Gen. Laurent Nkunda, was not invited to attend, however -- spelling doom for any Kabila initiative.

The absence from the talks of Tutsi rebel Gen. Laurent Nkunda will mean that no breakthrough ending the conflict will occur, however.
