Six months through the year, and it’s already clear 2008 is going to be one of those years of living dangerously. Oil prices continue to rise, growth in the world economy continues to sag, Wall Street’s optimists have been put in their place, and Africa - the continent who this year had hopes of a renaissance has gone backwards. Policymakers have an uphill task. But this year’s big loser will be Africa. Colin Chapman explains.
